Police (2008/08/07)
Winona Sunday 9:15 p.m. — Police were called to 226 E. Third St. on a report of possible trespassers in an abandoned portion of a building. Officers discovered a mattress, three backpacks, a knife, drug paraphernalia and other “junk,” heard noises coming from the roof and ordered the people up there to come down. After 20 minutes, Alanson Dale Bingold, 18, of Minnesota City, Jeremiah Walter hall, 18, of Winona and a 16-year-old Winona boy appeared and were cited for trespassing. The boy had also been reported as a runaway.

For Wednesday, Aug. 6, 2008 Winona Tuesday 3:19 a.m. — Police were called to the area of Mark and Olmstead streets on a report of a broken window on a house and several people running through yards. Police apprehended Adam Thomas Shea, 20, of St. Charles and cited him for underage drinking. A portable breath test found his blood-alcohol concentration to be 0.203 percent.

Winona Monday 12:10 a.m. — Police pulled over Terence Paul Cierzan, 41, of Winona, in the 800 block of West Broadway after he was seen weaving on the road and nearly collided with parked cars. Cierzan’s blood-alcohol concentration tested at 0.13 percent on a portable breath test, but he refused to take another breath test at the jail when he was arrested. Cierzan was referred to the county attorney’s office for charges of gross misdemeanor drunken driving, driving after revocation, test refusal and open bottle.

Winona Wednesday 6:45 p.m. — Police cited Andrew Thomas Koenig, 18, of Stockton, Minn., for shoplifting after he tried stealing cold medicine worth $13.90 from Shopko.

Winona Monday 10:02 p.m. — An employee at Minnesota State College-Southeast Technical reported a Hitachi projector and a Gateway laptop missing after an inventory check. The items were estimated to be worth about $3,000. The employee did not know when the theft may have taken place.

Winona Monday 11:20 a.m. — Received a report of a stolen lime-green 2005 Qian motor scooter. The owner said the scooter had been left on the side of a residence on the 300 block of Center Street over the weekend. The owner noticed Monday it was gone. Police said the estimated worth of the scooter is $1,200.

Tuesday 4:10 p.m. — Officers observed a man passed out on a bench at Levee Park. Nathan Henry Grossell, 52, had beer cans around him and had made a makeshift campsite according to police. He was issued a public nuisance citation and was ordered to break up his campsite and leave the park. Grossell has no permanent address, police said.

For Thursday, July 24, 2008 Winona Tuesday 4:45 p.m. — A 23-year-old man reported his PlayStation3 video game system was stolen from his apartment in the 250 block of East Wabasha Street. He said he left for work and locked the door about 5:15 a.m. and returned at 3:30 p.m. to find the system and a game, all worth about $460, missing. He had a “communications vendor” providing service to his apartment, but two employees from the company denied any wrongdoing. Police are investigating.

For Monday, July 21, 2008 Winona friday 11:51 p.m. — An officer observed a vehicle driven by Julie Ann Bilicki, 33, of Winona make an abrupt turn onto Main Street near Third Street and nearly strike a median. The officer pulled over Bilicki, who failed a field sobriety test. Later, her blood alcohol concentration measured 0.17 percent, and she was cited for fourth-degree driving while intoxicated.

Winona (2008/07/20)
July 13 1:38 a.m. — Police responded to a report of a domestic dispute in the 650 block of East Third Street. Nathan Irvin Boebel, 25, of Winona was arrested for fifth-degree domestic assault for slapping a woman inside the residence.

Police calls for Saturday, July 19, 2008 (2008/07/19)
Winona Wednesday 2:20 a.m. — Officers were dispatched to a home in the 600 block of East Second Street on a report of an intoxicated and out-of-control 17-year-old boy. The boy got into an argument with his mother about a Playstation3 video game system and started punching the walls and throwing items around the house. When police arrived, the boy left the house and jogged across the street. The boy was told to stop several times and ran back to his house. Police tackled him in the doorway and handcuffed him. A portable breath test found his blood-alcohol concentration to be 0.201 percent, and he was cited for underage drinking, obstruction and fleeing police on foot.

For Thursday, July 17, 2008 Winona July 10 12:56 a.m. — Police issued a ticket for underage drinking to Patrick Robert Davis, 20, of Winona after people reported he broke five window panes at the entrance to an apartment building in the 700 block of Center Street. Davis was not cited for damage to property because he agreed to pay for the damages, and the owners of the building failed to notify police about a damage estimate.

Winona FRIDAY 8:25 p.m. — Police charged Adriana Salazar, 32, of Winona with misdemeanor theft. Salazar allegedly tried to shoplift an Olympus picture card worth $24.99 from Mills Fleet Farm in Winona.

Winona Wednesday 2:55 p.m. — A 45-year-old Winona man reported an iron grate stolen off an egress window overnight Tuesday on Clarks Lane. The man said this was the second grate stolen in the past four months, and it cost him $200 to replace the first one. Police are investigating.

Winona Tuesday 11:33 a.m. — Employees at the Kwik Trip on Cottonwood Drive reported a man pumped $40 worth of gas into a purple, four-door station wagon and drove off without paying. The employees were unable to identify the man’s license plate.

For Wednesday, July 9, 2008 June 27 8:03 a.m. — 66 Center St. — Personnel monitored natural gas problems due to extinguished pilot lights on range/broiler until Xcel Energy arrived. Xcel Energy advised broiler be service immediately. 8:43 a.m.

Police (2008/07/09)
For Wednesday, July 9, 2008 Winona Friday 1:07 a.m. — Police stopped Jacob Daniel Vogel, 23, of Winona, in the area of Fourth and Market streets for excessive acceleration and squealing his tires. Vogel appeared intoxicated and was arrested. He was charged with drunken driving and no proof of insurance. His blood-alcohol concentration was 0.15 percent.

For Sunday, July 6, 2008 Winona Friday 1:30 a.m. — Police cited Brian Andrew Ploessl, 25, of Casville, Wis., for public urination after an officer observed him standing facing a fence in an alley near the 200 block of Third Street.

Winona Saturday 9:38 p.m. — Police pulled over John Joseph Schneider, 26, of Winona on his moped in the area of Broadway and McBride streets after he threw a lit cigarette on the ground. Schneider appeared intoxicated and failed a preliminary breath test. He was arrested and another breath test at the jail found his blood-alcohol concentration to be 0.14 percent.

Winona Tuesday 11:49 a.m. — A 34-year-old man reported two tires punctured on his 1998 Dodge Caravan parked in the 100 block of Main Street sometime overnight Monday.

Winona Tuesday 2 a.m. — Police encountered Tyler Francis Winters, 20, of Alma, Wis., in the 100 block of West Wabasha Street. A portable breath test found Winters’ blood-alcohol concentration to be 0.125 percent, and he was cited for underage drinking.

For Monday, June 30, 2008 Winona / Saturday 5 p.m. — Police cited Francisco Ja Castellanos-Sanchez, 19, of Fridley, Minn., for underage consumption near Belleview and Hamilton streets. Castellanos-Sanchez registered a 0.148 percent blood-alcohol content on a breathalyzer administered by an officer.

Winona Friday 11:50 p.m. — Police on patrol notice Zachary David Fricke, 21, of Winona, urinating as he walked near 10th and Lafayette streets. He was cited for public urination.

Police (2008/06/28)
For Saturday, June 28,2008 Winona / Friday 2:12 a.m. — Police responded to the corner of Center and Lafayette streets, where they observed a woman and man stumbling east on Fifth Street who police described as “incredibly drunk.” Police identified Dylan Michael Bartsh, 23, of Winona and discovered he had a no-contact order placed against him by the woman he was with. Bartsh began walking quickly away from the officers, who grabbed him. A brief struggle ensued, during which Bartsh’s head whipped forward and hit the rear window of a police vehicle. He chipped two teeth. While being held, police discovered a baggie in Bartsh’s wallet containing marijuana. He was taken to Community Memorial Hospital, where several hospital staff subdued him. He was later taken to a detox facility. Bartsh was cited for violating a domestic abuse no contact order, obstructing the legal process, fleeing on foot and possession of a small amount of marijuana.

Police (2008/06/27)
Tuesday 4:37 p.m. — Police received a call from an individual who allegedly witnessed someone taking a bike from the Bob Welch Aquatic Center. The witness followed and stopped the suspect on the 1700 block of West Fifth Street. Officers arrived and ticketed a 14-year-old male from Dakota, Minn., for theft. The juvenile admitted to taking the bike and said he was “hot and tired of walking,” according to police. The approximate value of the bike is $400.

For Wednesday, June 25, 2008 Monday 12:42 p.m. — A man reported that a laptop had been taken from an unlocked apartment in the 400 block of West Sanborn Street between 1 and 4 p.m. Sunday. The computer was a Winona State University-owned Gateway M285-E model.

Police calls for Monday, June 23, 2008 (2008/06/24)
Winona Saturday 11:58 p.m. — Police on routine patrols spotted several people on Ninth and Center streets carrying a reflective portable street barricade used for the Steamboat Days parade. They took off without the barricade to a nearby apartment on West Ninth, where officers caught up with them.

Police calls for Wednesday, June 18, 2008 (2008/06/22)
Winona May 26 3:03 p.m. — A 17-year-old Minnesota City girl was cited for theft by shoplifting from J.C. Penney. She was caught stealing jewelry, clothing and a wallet, with a total worth of $309.
