12:45 a.m. - Chad Jeffrey Ryba, 26, of Fountain City, Wis., was cited for third-degree drunken driving. Ryba was stopped near Fifth and Franklin streets after he nearly hit a police car. His blood-alcohol-content was 0.18 percent.
