A St. Charles fugitive who eluded police on foot twice in the last two months has been apprehended and charged with felony theft and other crimes.
Scott Allen Ball, 42, was in custody at the Olmsted County Jail Sunday after sheriff's officials found him asleep in a vehicle near Elba on Friday night. The arrest came after sheriff's officials say Ball bailed from a stolen vehicle and fled on foot for the second time since Sept. 6, when police say he led them on a high-speed chase through residential St. Charles.
