Published - Tuesday, August 05, 2008 Police Winona Monday 12:10 a.m. — Police pulled over Terence Paul Cierzan, 41, of Winona, in the 800 block of West Broadway after he was seen weaving on the road and nearly collided with parked cars. Cierzan’s blood-alcohol concentration tested at 0.13 percent on a portable breath test, but he refused to take another breath test at the jail when he was arrested. Cierzan was referred to the county attorney’s office for charges of gross misdemeanor drunken driving, driving after revocation, test refusal and open bottle. Sunday 5:05 a.m. — Kelly Jean Sherwood, 21, of 258 Lee St., was cited at her residence for having a loud party. Officers returned at 5:31 a.m. after a complaint and ticketed Jake Daniel Dombrock, 22, Ryan Keenan Thomas, 21, and Karl Anton Pellowski, 22, all of Winona, for failing to leave a loud party. Officers were again called back at 5:58 a.m. and ticketed Dombrock and Pellowski again for failing to leave. 5:45 p.m. — A Fleet Farm employee stopped a 14-year-old St. Charles, Minn., girl from trying to steal six scalpels worth $5.52 from the horse supplies aisle. Police cited the girl for theft by shoplifting. July 26 7:59 a.m. — Jennifer Charlene Devolder, 27, of Winona, became upset with a Wal-Mart employee while she was trying to see whether a swimming pool would fit in her van and drove off with the pool and a cart full of various items all worth $264.48. Police used video surveillance and her license plates to track her down and mailed her a citation for theft by shoplifting. June 17 9:36 p.m. — Police were called to the area of Broadway and Vila Street on a report of a car crashing into a parked van. The driver of the car, Michael Todd Repinski, 24, did poorly on field sobriety tests and was arrested on suspicion of drunken driving. Although he was under the legal alcohol limit, a urine test concluded he was under the influence of marijuana. He was recently cited for driving under the influence of a controlled substance, no insurance, inattentive driving, possession of marijuana in a motor vehicle and possession of drug paraphernalia. Winona County July 12 3:33 p.m. — A .45 caliber air pistol worth between $100 and $200 was reported stolen from a residence in the Hidden Valley Trailer Court in Minnesota City. The sheriff’s department later recovered the gun and issued a citation Friday to Gary Allen Quackenbush Jr., 18, for theft.
