Find the incentives
Let me introduce the Winona County Board to wind power in Lewiston. There a couple wind turbines in operation near there and have been for some years now.
If you follow U.S. Highway 14 west out of Winona about 15 miles, you’ll find Lewiston at the top of the hill. If you turn left on either County Road 25 or County Road 29. You’ll find a turbine on either road.
People in the county and state government can help by doing some PR work and try to find monetary incentives for other county residents to get on the bandwagon.
