2:12 a.m. — Police responded to the corner of Center and Lafayette streets, where they observed a woman and man stumbling east on Fifth Street who police described as “incredibly drunk.” Police identified Dylan Michael Bartsh, 23, of Winona and discovered he had a no-contact order placed against him by the woman he was with. Bartsh began walking quickly away from the officers, who grabbed him. A brief struggle ensued, during which Bartsh’s head whipped forward and hit the rear window of a police vehicle. He chipped two teeth. While being held, police discovered a baggie in Bartsh’s wallet containing marijuana. He was taken to Community Memorial Hospital, where several hospital staff subdued him. He was later taken to a detox facility. Bartsh was cited for violating a domestic abuse no contact order, obstructing the legal process, fleeing on foot and possession of a small amount of marijuana.
